For thirty years, being independent meant just one thing: not belonging to a national broadcaster. Today, much of Italian and European production is owned by large international groups, global platforms have become the main commissioners, and the value of a work hinges on rights, exploitation windows and data. The old criterion, therefore, is no longer enough.
The panel aims to compare the Italian and European models with a view to the revision of the AVMS Directive. The underlying question is what a producer should be independent of today: capital, the commissioner, control of rights or access to data?
