“The report on the impact assessment of the Cinema and Audiovisual Law referring to the year 2022 is online on the website of the DGCA of the Ministry of Culture,” said Undersecretary for Culture Lucia Borgonzoni.

The study was entrusted to the PTS-Università Cattolica grouping and, using a multidisciplinary approach, assessed how the growth trend of the film and audiovisual sector of the last four years will be confirmed in 2022, with an increase in the number of companies and workers.
“This is a valid tool to take stock of the effects of the public intervention policies put in place so far, but above all to outline for the near future actions that will be even more effective in order to continue along the sector’s development path,” commented Borgonzoni.
A total of almost 850 million euro has been earmarked for resources, and 4,328 applications have been approved. Of these, 84% are earmarked for the production of audiovisual works.

“In light of the data that emerged from this impact assessment and following further analysis carried out during 2023, also incorporating the provisions of the Budget Law on the subject, it was decided to significantly change the regulatory framework, starting with the strategic lever of tax credit, proved indispensable over the years for the industrial growth of the sector. There are two objectives: to strengthen the quality and cultural diversity of the works and initiatives supported and at the same time to increase their effectiveness in terms of dissemination to a national but also international audience. For these reasons, the impact assessment for the year 2023 – which we hope will follow a faster timeframe – will contain a series of focuses to bring out the impact of the works financed from an economic point of view, their artistic and cultural value in relation to their circulation in festivals and the awards received, as well as the effectiveness of the different tax credit lines supporting the various stages of the chain,’ stated Nicola Borrelli, Director General of the DGCA of the MiC.

Moreover, with regard to cinemas, not taking into account the Cinema Emergency Fund, there was an increase in the total number of approved applications (2,790, +45%) compared to 2021.
